[2007-08-27] Sebaggala Advises Govt On Nakasero Market
Kampala mayor Nasser Sebaggala has said the Government could be held responsible for damages arising out of its directives on the re-development of Nakasero Market and Lugogo playground.
"The President is liable to pay the aggrieved party not Kampala City Council (KCC). We leased the market following the law.
What comes from the President is not our responsibility," Sebaggala told journalists at City Hall on Monday.
President Yoweri Museveni recently said the vendors should re-develop the market.
This directive overturned KCC's decision of leasing it to Sheila Investments owned by Hassan Basajjabalaba.
Sebaggala, however, said they had not received any formal communication about the President's directive.
The vendors said they would develop the market into a modern shopping complex. They added that they have enough money to redevelop the premises without partnering with another investor.
Museveni also directed KCC to give Lugogo playgrounds to the Uganda Manufactures Association (UMA). KCC had earlier leased the playground to another company, Valley View Estates, to construct apartments.
The association complained to the President that the development on the playground would hinder the annual trade show because the playground is used for parking.
But Sebaggala said UMA has two options; either to agree with Valley View Estates to provide them with parking space or demolish some of their buildings to provide parking space.
He added that the UMA trade show premises needed to be re-developed to match the city standards.
"To me, UMA tradeshow ground is a slum compared to others worldwide. They started with those buildings because they did not have muscle but now they have to meet the international standards," Sebaggala added.
